The taxonomy provides a comprehensive classification system for defining services and indexing and accessing information about human service providers. It has ten basic categories that represent the broadest level of services, plus access via "Target Populations". These categories are then broken down into more specific levels. The taxonomy can be accessed through both and alphabetical and permuted displays. Each term is defined and many entries include "see also" references.

This taxonomy offers crosswalks to the United Way of America Services Identification System UWASIS (which is no longer being published) as well as the National Taxonomy of Exempt Entities (NTEE) and the Nonprofit Program Classification System, both maintained by the National Center for Charitable Statistics (NCCS) at The Urban Institute. The NTEE is crosswalked to the North American Industry Classification System (NAICS) which is used by the United States, Canada and Mexico.
